On July 17, 2026, the U.S. Department of Homeland Security published a final rule that establishes a fixed time period of admission and an extension of stay procedure that impact students and scholars on F-1 and J-1 visas, and other academic restrictions specifically for F-1 students. The rule is anticipated to take effect Sept. 15, 2026 and will affect members of the international community in different ways. As OISS gathers more information and communicates specific guidance to individuals and groups, we ask that members of the international community refer to the DHS Rule on Admission and Extension webpage as an up-to-date resource. Members of the Northwestern international community who have questions are encouraged to reach out directly to their assigned OISS advisor.

The OISS Mission

Northwestern University's Office of International Student and Scholar Services (OISS)' mission is to create an environment that honors international students' and scholars' global experiences, cultures, and aspirations. We believe in the power of education to transform perspectives globally. We aim to equip our international community with the tools to navigate immigration compliance in the U.S. OISS plays a vital role in cultivating a dynamic, intercultural atmosphere on campus for international students, scholars, faculty, and staff through immigration sponsorship, ensuring seamless integration for those admitted, appointed, or hired by the university. 

Our Role

  • Issue timely U.S. immigration documents for smooth visa applications, travel, and change of status applications.
  • Provide accurate guidance on maintaining legal immigration status and offer orientation and outreach programs for students, faculty, scholars, and staff.
  • Serve as a resource to all departments across campus on U.S. visa and immigration sponsorship requirements.
  • Assist international individuals by referring them to relevant programming and workshops for successful transition and adjustment.
  • Support Northwestern’s globalization efforts by sponsoring non-U.S. citizens for U.S. visas and facilitating their integration within the community.
