Amanda Raddatz
Deputy Director of Environmental Policy at the Illinois Environmental Protection Agency
Amanda Raddatz is an adjunct professor within Northwestern's Master of Science in Energy and Sustainability (MSES) Program.
Raddatz serves as the Deputy Director of Environmental Policy at the Illinois Environmental Protection Agency, where she leads development of the Agency’s regulatory framework for carbon capture and sequestration under the Illinois SAFE CCS Act. Her work supports the Agency’s mission to protect communities and the environment, and it integrates technical subsurface expertise, policy design, business strategy, and stakeholder engagement. She collaborates with government agencies, academic institutions, industry groups, and community organizations to advance transparent and science-based carbon management policy.
Prior to joining Illinois EPA, Raddatz served as the Division Director for Carbon Transport and Storage in the U.S. Department of Energy’s Office of Carbon Management Technologies. She directed strategy for a five-billion-dollar decarbonization portfolio and helped shape national approaches to carbon dioxide storage and transport. Her earlier roles include Principal Consultant for DNV’s Carbon Capture Utilization and Storage (CCUS) Venture, Geologic Advisor for Occidental, and technical and operational positions at Shell. Across these roles, she has worked with regulators, investors, scientists, operators, governments, and community stakeholders, giving her a comprehensive perspective on how environmental protection, regulatory requirements, commercial drivers, and public trust intersect in carbon management.
Raddatz has taught CCUS fundamentals, regulatory frameworks, business incentives, and social license considerations to audiences ranging from undergraduate engineering students to state agency staff and international operators. She has contributed to major policy and technical reports for the U.S. Department of Energy and the European Commission. She holds an M.S. and B.S. in Geology from the University of Illinois Urbana Champaign and is a licensed Professional Geoscientist.
