Angel Dizon III
Angel A. Dizon III is the Senior Associate Vice President of Facilities at Northwestern University. In his role, he leads $2.5 billion of design and construction projects and maintaining 20M square feet across the Evanston and Chicago campuses. His focus is on delivering social and environmental impacts in the built environment.
Previously, Angel served as the General Services Administration's Public Buildings Service Regional Commissioner for the Great Lakes Region (Region 5). He provided facilities for 50,000 federal employees in 1,000 owned/leased assets (35 million square feet) within six states bordering the Great Lakes. As the Department of State's Bureau of Overseas Buildings Operations (OBO) Managing Director, Angel led major capital and renovation programs valued at $20B annually. In other positions within OBO, he was responsible for the owned portfolio valued at over $100B, and the leased portfolio valued at $600M annually.
Angel has over 30 years of real estate, planning, design, construction, and maintenance expertise serving as a consultant and as an owner. He is focused on innovation and impact through people and partnerships. He holds a bachelor's of science in architecture from the University of Texas at Arlington. His work has been recognized by numerous architecture, engineering and construction organizations such as the American Institute of Architects, The Engineering News-Record, and the Associated General Contractors of America.

Jason Arnold
Jason Arnold joined Northwestern Facilities in 2024 as the Director of Portfolio Innovation. In his role, he leads efforts to strengthen Northwestern’s partnerships with industry, foster innovation in planning and design, and deliver strategies that enhance the University’s built environment. His work spans campus planning, real estate strategy, and organizational development, with a focus on aligning Facilities’ initiatives with Northwestern’s academic and research mission.
Previously, Jason served as an Associate Professor of Architecture at the University of Notre Dame and as the inaugural Managing Director of the Fitzgerald Institute for Real Estate, where he launched and grew the university’s real estate minor program. Previously, he was the Director of Architecture at the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO), overseeing design for a global portfolio of diplomatic facilities. He has also practiced as an architect with David M. Schwarz Architects in Washington, D.C. and served on active duty in the U.S. Navy as both a Civil Engineer Corps (CEC) officer and a Surface Warfare Officer.
Jason is a licensed architect with experience across higher education, government, and industry. He holds a bachelor’s degree in architecture from the University of Notre Dame and a master’s degree in real estate finance from Georgetown University. He is passionate about people, urbanism, and leveraging design to create lasting institutional value.

Larry Blouin
Larry Blouin is the Senior Director, Capital Programs at Northwestern University Facilities. He joined Northwestern in 2022. He leads a team of professionals responsible for the design and construction of new buildings on the Evanston and Chicago campuses. During his tenure at Northwestern Facilities, he has promoted collaboration and enhanced processes that led to improved budget compliance and schedule adherence.
Previously, Larry served as Executive Director, Capital Project Delivery at the University of Chicago. While there he successfully completed more than $1 billion of new construction and capital improvement projects. He also served as VP and General Manager at Graycor Construction, leading the healthcare, senior living, and hospitality market as well as higher education projects. Throughout his 40 plus years in the construction industry, he has held roles as a general contractor, specialty subcontractor, and facilities owner. He has been an active participant of trade organizations including Associated General Contractors of America, Construction Owners Association of America (COAA), Society for College and University Planning, and APPA and served on the board at COAA.
Larry holds a bachelor’s of science degree in construction management from Bradley University. He currently serves on the board of the American Heart Association, where he is part of the Hard Hats with Hearts campaign; encouraging heart safety and health within the construction industry.

Noel Davis
Noel Davis joined Northwestern Facilities in 2014 and currently serves as the Director of Planning and Sustainability. In his role he helps translate University leadership’s vision into the physical campus and facilities that bring it to life. Previously, Noel led the development of the University's Infrastructure Master Plan, collaborating with University and Facilities leadership and expert consultants. This strategic initiative aims to modernize and decarbonize the district energy system on the Evanston Campus, guiding Northwestern toward a more sustainable future.
Before coming to Northwestern, Noel was an architect with Holabird and Root, where he planned and designed science buildings for higher education clients. In that role, he led the office’s LEED certification process, planned the Western Illinois University Quad Cities campus, and led a campus Master Plan for Carleton College.
Noel holds a bachelor’s degree in design from the Massachusetts Institute of Technology (MIT), a master’s degree in architecture from the Illinois Institute of Technology (IIT) and a master’s of science degree in Building Technology from MIT, reflecting his deep expertise at the intersection of architectural design and engineering. Noel’s passion for sustainability and love of the outdoors stems from his experience as an Eagle Scout. He enjoys cycling, woodworking, and being outside with his two children.

Jim McKinney
Jim McKinney joined Northwestern Facilities in 2008. He has held several roles in the organization, including project manager, staff engineer, and director of the Evanston campus. Currently, he serves as the Assistant Vice President, Facilities Operations. In his position, he oversees maintenance, operations, and renewal of the University’s built environment. In doing so, his work supports the University’s mission, including instructional and research goals. He takes great pride in how his team’s accomplishments contribute to the University’s success.
Previously, Jim was at FRM Engineering, and subsequently Aramark, where he served as an engineering consultant. He gained a wide breadth of experience in higher education and healthcare building commissioning and energy management, with the opportunity to gain hands-on experience at world-renowned institutions across the country. This led to his understanding of the challenges in higher education facilities and his expertise as a facilities manager and strategic partner across the University.
Jim holds a bachelor’s of science in mechanical engineering from Bucknell University. In his spare time, he enjoys rock climbing, doing repair projects around the house and his car, and spending time with his two children.

Liz Schaps
Liz Schaps serves as Senior Director of Finance & Administration in Facilities at Northwestern University, overseeing FP&A, Accounting, Contract Administration, IT, and Warehouse activities. She joined Northwestern in 2007, and Facilities in 2008. In her role, she oversees financial strategy and operations for Facilities. She manages complex budgets that support everything from campus operations and infrastructure to capital development and IT innovation. Liz is passionate about building a high performing team, developing strong partnerships, and driving financial decisions that help the University thrive for the long term.
Liz has more than 25 years of experience across higher education, Fortune 50 corporations, and entrepreneurial ventures. Previously, she was the Director of Finance for Home Services at Sears Roebuck & Co. and co-owned Great Harvest Bread Company in Evanston with her husband. They received a key to the city award from the mayor recognizing their positive contributions to the local community.
Liz holds a Bachelor of Arts in economics from the University of Colorado at Boulder and a Master of Business Administration from Fontbonne College. Liz is deeply engaged in the Evanston community through her business ventures and volunteerism. In her free time, she enjoys tennis, skiing, and hiking with her family.

Angela Williams
Angela Williams joined Northwestern Facilities in 2016, where she serves as the Assistant Vice President of Facilities Services. In her role, she oversees the Business Infrastructure unit of Facilities, which includes internal resources, technology, process management, Wildcard Services, and special projects. She leverages her innate empathy to drive solutions that build human connections – enhancing the Facilities employee and customer experience.
Previously, Angela served as the Chief of Staff to the Associate Vice President of Safety and Security at the University of Chicago. In that capacity she managed special projects. She has also worked as a public finance lawyer, specializing in securities.
Angela holds a bachelor’s of science in sociology from Dartmouth College and a Juris Doctor from the University of Wisconsin-Madison. She is certified in Mental Health First Aid. As a native of the Pacific Northwest, she feels most at home in nature and can be counted on to find the best hiking trail wherever she goes.
