Former Bosnian Serb leader Radovan Karadzic is awaiting extradition to the International Criminal Tribunal in The Hague to answer charges of genocide involving the death of some 8,000 Muslims in 1995. David Scheffer is director of the Center for International Human Rights at Northwestern University’s School of Law.
